113年11月19日,洪申翰 Sun-Han 委員在立院,針對準國營「#中鋼運通公司」進用大量中國船員所可能衍生的國安風險與疑慮一案,再次質詢行政院長卓榮泰與經濟部長郭智輝。從洪委員的質詢中,我們看到同屬國營色彩的中油或台電公司的船隊,即便有進用少部分外籍船員,但完全沒有進用中國船員。然而,中鋼旗下百分之百持股的中鋼運通公司,卻大量進用中國船員,甚至直接取代了仍有強烈工作意願的台灣船員。
面對質詢,經濟部長郭智輝當場回覆:『…這一部分我們回去馬上進行討論,#要求(#中鋼及中鋼運通)#要趕快立即改善。』
行政院長卓榮泰則更清楚表示:『#我建議(經濟)#部長應該跟中鋼甚至中鋼運通表示平時對外籍或中國籍的船員,#要做適當的約束,這樣才能夠保障該公司的營運,也保障我們國家的安全。』
工會與臺灣船員再次感謝洪申翰委員的質詢,實際上為臺灣船員工作權議題帶來更多的關注與討論。而行政院長與經濟部長昨日首度清楚的回覆與表態,我們強力要求:中鋼與中鋼運通必須在最短時間內確實改善,透過減少、約束中國籍船員,一方面徹底改變過去中鋼運通公司透過進用中國籍船員為手段,持續打壓臺灣船員所衍生的國安疑慮,二方面,也真正還給所有仍願意上船工作的臺灣船員與其家庭一個公道與就業保障!
我們更希望行政院長與經濟部,昨日既然已在國會殿堂做出清楚的立場宣示,後續即應明確責陳相關單位,特別必須要求中鋼公司與中鋼運通公司,真正落實減少進用中國籍船員的目標。也期望洪委員能持續在國會替台灣船員們監督行政院與經濟部,並在勞權議題上為台灣船員發聲。工會與船員及家屬為了自身實際的工作權,也將持續關注與監督,為了臺灣船員的勞動權益繼續奮戰!
On November 19, 2024, Legislator Hung Shen-Han raised concerns in the Legislative Yuan about national security risks stemming from China Steel Express’s extensive hiring of Chinese seafarers. A subsidiary of the state-owned China Steel Corporation, the company’s recruitment practices contrast with other government-affiliated firms. While CPC Corporation and Taipower employ a small number of foreign seafarers—excluding those from China—China Steel Express has consistently prioritized Chinese crew members, often at the expense of Taiwanese seafarers. Hung pressed Premier Cho Jung-Tai and Minister of Economic Affairs Kuo Chih-Hui on these discrepancies.
In response to the inquiry, Minister Kuo responded, “We will promptly address this issue and seek immediate improvements.” Premier Cho added, “The Minister of Economic Affairs should ensure that companies impose appropriate restrictions on foreign and Chinese seafarers to safeguard both operations and national security.”
The China Steel Express Union and Taiwanese seafarers deeply appreciate Legislator Hung's ongoing advocacy, which has helped spotlight their employment rights. Following the Premier and Minister’s response, the union calls on China Steel Express to take immediate action to reduce its reliance on Chinese seafarers. This step is crucial not only to address longstanding national security concerns but also to ensure fair employment opportunities and job stability for Taiwanese seafarers.
We urge the Premier and the Ministry of Economic Affairs to hold relevant agencies accountable and enforce strict limits on hiring Chinese seafarers. Legislator Hung’s ongoing oversight in the Legislative Yuan remains vital to ensuring progress. The union, alongside seafarers and their families, will continue monitoring the issue and advocating for the labor rights and job security of Taiwan’s maritime workforce.
